Sounds like maybe they set the tension assembly core too far out of the machine casting. It might just need to be loosened and pushed back a touch. Before doing so, open the end of the machine and look for the connection. It will generally be a lever, which when the presser foot is raised, that pivots forward to make contact with a rod that exits the back of the tension assembly. If the tension assembly core is too far forward the pivot will not make enough contact with the rod and the discs will not open. The solution is to push the core in more, but not so much that when the presser foot is down that there is still contact between the rod and the pivot. In other words, there must be a gap when the foot is down. This ensures that the discs are tight and applying proper tension to the thread.
