BoatBlanket would be my choice. Use velcro to create a wrap to cover the fender.

I do not recommend it, but I've used Sunbrella where the fenders are more decorative than functional.  It makes a nice match to boat canvas (where BoatBlanket colors are limited), but I don't really like it, because it may abrade the boat finish in use.
 
As an alternative to Velcro, you can also sew a tube with drawstring ends.
