I would like to make a light weight inexpensive simple boom tent to put up between races or when we are sitting on the course waiting for the wind to fill in.  What fabric would you recommend for this?

I like Odyssey for such a boom tent:

It will also last a long time. But if you want something much lighter and less durable (maybe 2 seasons life) you could go with a urethane coated Ripstop Nylon:
